WHO Extends Talks on Pandemic Pathogen Sharing and Vaccine Access

What Happened

World Health Organization member states have agreed to extend negotiations on the Pathogen Access and Benefit-Sharing annex, known as PABS, under the WHO pandemic agreement. The talks will resume at the end of April, ahead of a final review of the text at the World Health Assembly in May.

Delegations met formally and informally from March 23 to 27 as part of the Intergovernmental Working Group on the WHO Pandemic Agreement. During those sessions, negotiators focused on how the system should define the benefits created through the sharing of pathogens with pandemic potential, and how those benefits should be distributed among member countries.

Why the Annex Matters

The PABS annex is intended to create a faster and fairer system for sharing pathogens and distributing the benefits that come from their study. Those benefits include vaccines, diagnostics and treatments developed through research on the pathogens.

Supporters of the annex say it is meant to address weaknesses exposed during the COVID-19 pandemic, when countries faced major gaps in access to medical tools and scientific cooperation. The goal is to strengthen international readiness for future health emergencies and improve global equity in the response to outbreaks.

What Remains Unresolved

Although negotiators made progress in March, member states acknowledged that differences remain on several technical issues. Those unresolved points include the contracts that would govern the system and the oversight mechanisms needed to ensure transparency and effective operation.

Because of those outstanding issues, governments agreed to keep negotiating from April 27 to May 1, with informal discussions taking place before the next formal round. The aim is to complete the text in time for adoption at the World Health Assembly in May.

What This Means Next

The extension signals that member states want to reach agreement, but not at the expense of leaving major technical questions unresolved. The final language of the PABS annex will be important because it will help determine how quickly countries can share pathogen information and how fairly they receive the benefits that follow.

If adopted in May, the annex would become a key part of the broader WHO pandemic agreement, designed to improve global cooperation and reduce the disparities seen in previous health crises.
