Panama and Paraguay Expand Ties With Trade, Security and Cultural Cooperation

Panama and Paraguay have reaffirmed their commitment to deepen bilateral cooperation across trade, security, agriculture and culture during a meeting between the two countries’ foreign ministers in Paraguay. Panamanian Foreign Minister Javier Martínez-Acha met with his Paraguayan counterpart to review the shared agenda and underscore the long-standing friendship between the two nations.

The talks focused on practical areas where both governments see room for closer coordination, including market access, investment and technical cooperation.

Trade and Economic Links

Both sides emphasized the value of strengthening agricultural and livestock cooperation, reflecting the different but complementary roles each country plays in the region. Paraguay’s strength in agricultural production and Panama’s role as a regional logistics hub were presented as assets that can support more active commercial ties.

The meeting also highlighted progress in bilateral trade, along with the importance of diversifying exports and encouraging reciprocal investment. Paraguay’s participation in Expocomer 2026 and Panama’s strategic position as an international trade center were cited as key elements in expanding economic ties.

Mercosur and Regional Integration

A central point of the discussion was Paraguay’s support for Panama’s process of becoming an Associate State of Mercosur. That step would give Panama a broader platform for regional economic integration and increase its participation in trade spaces linked to the South American bloc.

For Panama, closer links with Mercosur could help broaden its commercial reach and strengthen its standing in regional diplomacy. For Paraguay, support for Panama’s bid reinforces a cooperative approach to economic integration in Latin America.

Security Cooperation

The two countries also renewed their commitment to work together against transnational organized crime, including drug trafficking and money laundering. They agreed to expand the exchange of intelligence information, training and technical assistance as part of a coordinated response to shared security threats.

That focus reflects the growing importance of cross-border cooperation in confronting criminal networks that move goods, money and people across the region.

Culture, Education and Connectivity

In the cultural field, Panama will share experience in creative economy and cultural tourism, with an approach aligned with UNESCO standards. The two governments also agreed to promote academic exchange between their diplomatic academies to support training in economic diplomacy and digital diplomacy.

Air connectivity was another topic on the agenda, with both countries viewing better links as a way to strengthen tourism, commerce and broader people-to-people contact.

Broader Regional Support

Paraguay also voiced support for Panama’s role as host of the 56th General Assembly of the Organization of American States in 2026. The gathering will coincide with the bicentennial of the Amphictyonic Congress of 1826, adding symbolic weight to Panama’s regional diplomatic profile.

The meeting ended with both governments reaffirming their intention to continue building a relationship centered on cooperation, sustainable development and regional integration.
