Panama opens online registration for transport fuel subsidy to shield fares from higher costs

Panama’s Transit and Land Transportation Authority has opened registration for transport operators to access the state fuel subsidy, a measure aimed at preventing fare increases in public transportation as fuel prices remain elevated. The process is now available through the Panama Conecta digital platform for collective, taxi, school and tourism transport drivers.

The government says the online system is designed to speed up benefit delivery while improving oversight of public funds. Transport operators can complete their applications through the official portal and use a manual published by the authority to guide the registration step by step.

Who Can Apply

The subsidy is available to authorized transport vehicles and drivers who are up to date with their obligations, including a current license plate and clearance with the Transit and Land Transportation Authority. Officials said only registered and approved vehicles will be able to receive the benefit.

At fuel stations, verification will be done through a code that confirms whether the vehicle is eligible. The information will come from the authority’s database, which tracks collective and taxi transport units that are in compliance. Operators with outstanding obligations will not qualify for the program.

Why the Measure Matters

Transport costs have been under pressure because fuel expenses account for nearly half of operators’ operating costs, according to the transit authority. The subsidy is intended to prevent those higher costs from being passed on directly to passengers through higher fares.

Transport leaders have already warned authorities about the financial strain caused by rising fuel prices. In that context, the subsidy functions as a temporary stabilizing tool for both operators and commuters who depend on daily public transport.

Program Scope and Fuel Limits

The stabilization measure sets a maximum price of 88 cents per liter for 91-octane gasoline and 90 cents per liter for low-sulfur diesel, the main fuels used by the sector. 95-octane gasoline is excluded from the program.

Authorities said the subsidy program would require about $15 million more per month to keep fares from rising. They also noted that freight transport, one of the sectors hardest hit by higher operating costs, will be added to the program soon.

Digital Control and Public Oversight

By moving registration to Panama Conecta, the government aims to tighten monitoring of how subsidy funds are used. The digital process is meant to help ensure that the benefit reaches transport operators and supports the broader goal of protecting users from higher mobility costs.

The rollout places the subsidy within a broader effort to manage inflationary pressure tied to fuel prices, while keeping Panama’s public transport system operating without immediate fare shocks.
