MEF Warns Panama Residents About Fake Cepanim Registration Guides

What Happened

Panama’s Ministry of Economy and Finance warned the public about false instructions circulating on social media for registering for the Certificado de Pago Negociable por Interés por Mora, known as Cepanim. The ministry said the enrollment process has not yet been enabled and that any link or step-by-step guide currently being shared has no official validity.

The ministry urged people not to rely on viral posts or unofficial forms, and to wait for a formal announcement through its own channels before attempting to register.

How the Process Will Work

According to the ministry, the government will announce the official opening date for registration and provide the legitimate digital platform when it is ready. The registration form is expected to resemble the one previously used for Cepadem, the Certificate of Negotiable Payment for Interest on Arrears from the second installment of the thirteenth-month bonus.

Cepanim is tied to interest accumulated from the withholding of that second payment between 1972 and 1983. The program is aimed at retirees, pensioners, and their heirs, who may be eligible to claim the benefit once the process is formally opened.

Why It Matters

Public programs that involve personal data and financial payments often attract fraud attempts, especially when citizens are waiting for official instructions. That makes the ministry’s warning significant for anyone expecting to participate in the process.

The agency’s message is to verify information only through institutional channels and avoid sharing unconfirmed posts that could cause confusion or expose users to scams. For a program linked to potential payments from the state, following the official registration path will be essential once it becomes available.

Background on Cepanim

Cepanim is intended to address long-standing interest linked to salary payments that were retained decades ago. The mechanism is part of the broader state effort to manage those obligations through an organized verification and payment process.

Until the official platform is launched, the safest course for potential beneficiaries is to wait for the ministry’s public notice and ignore any third-party instructions circulating online.
