CSS to Accept National ID Alone for Panamanian Insured Starting May 1

What Happened

Beginning May 1, 2026, insured Panamanians will be able to access health services and economic benefits at the Caja de Seguro Social using only their cédula de identidad personal. The measure changes the identification process for members of the social security system and removes the need to present the physical card for Panamanian citizens.

The transition is part of a broader move toward digital identification within the social security system. The goal is to streamline service delivery and standardize how insured users are validated when they seek care or request benefits.

How the Change Will Work

The new process replaces the physical card gradually rather than all at once. For Panamanian insured users, the cédula will become the main document used to verify identity and access rights inside the CSS network.

Foreign nationals insured with the institution are not included in the change. They will still need to present the physical card issued by the CSS in order to receive services.

Where Foreign Insured Users Can Obtain the Card

To support that requirement, the CSS has designated one office per province for issuing the document. In Panama province, the procedures can be completed at the Instituto de Salud de los Trabajadores, known as Renta 5, and at the San Miguelito office.

Outside the capital area, the authorized points are the offices in David, Colón, Chitré, Santiago, Penonomé, Changuinola and La Chorrera. These locations will handle the issuance of the physical card for foreign insured users who need it for access to services.

Why It Matters

The shift reflects the growing use of digital tools in Panama’s public services, especially in institutions that manage high volumes of daily attention. For insured Panamanians, presenting only the national ID could simplify procedures and reduce delays at service windows.

For the CSS, the change also marks another step in updating identity verification across its system. As digital validation becomes more central, the institution is moving toward a model that relies less on plastic credentials and more on standardized identity checks.
