A platform outage at the Ministry of Economy and Finance slowed the start of registration for the payment of Certificados de Pago Negociables por Intereses por Mora, known as Cepanim, on Monday morning in Panama.
Users trying to access the website saw a “Service Unavailable. HTTP Error 503” message, preventing them from completing the digital registration required to apply for payment of the certificates.
Government Registration Process
The online registration was scheduled to open at 8:00 a.m. on Monday and is a mandatory step for beneficiaries and survivors seeking to receive the payment. Authorities estimate that more than 425,000 people will take part in the process.
After registration, the information will be validated and users will be assigned an appointment for certificate delivery. The system is designed to keep the process orderly and reduce crowding, especially among retirees and older adults who are expected to make up a large share of applicants.
Why It Matters
Cepanim payments are set to begin in June, with an estimated disbursement between $250 million and $300 million. Any disruption to the registration portal can affect the timetable for thousands of eligible people preparing to complete the procedure.
