Suspected Alas Chiricanas bombing suspect to be extradited to Panama from Venezuela

What Happened

Ali Zaki Hage Jalil, identified as a suspect in the 1994 bombing of a Panamanian commercial aircraft that killed 21 people, is due to arrive in Panama from Venezuela after being extradited, according to judicial sources.

Authorities in Venezuela agreed to hand him over so he can face proceedings linked to the explosion of the Alas Chiricanas plane in July 1994. Once in Panama, he is expected to be placed under the authority of the judicial system so a trial date can be set.

A Case That Shook Panama

The attack on the Alas Chiricanas flight remains one of the most serious crimes in Panama’s modern history. No one survived the blast, and the case was left unresolved for years after the aircraft went down.

The episode has long been associated with allegations involving the Lebanese Shiite organization Hizbulá, and it left a lasting mark on the country because several of the victims were businessmen from Panama’s Jewish community.

Legal Background

The Public Ministry’s Superior Prosecutor’s Office for Case Backlog maintains charges against Mohmoud Moutan Mohammad, Mahamad Tha Moutan and Gilberto Tomás Yangüez in connection with the case.

The investigation had originally been closed, but it was reopened after a request filed in August 2019 by Panama’s Superior Prosecutor’s Office for Case Backlog. That process was followed by the suspect’s arrest in Venezuela in November 2025.

Why It Matters

The extradition brings renewed attention to a case that has remained symbolic in Panama for more than three decades. For the families of the victims and for the country’s judicial authorities, the transfer opens the door to a long-delayed legal process centered on one of Panama’s most notorious unsolved attacks.
