Unachi Rector’s Long Tenure and Hiring Practices Draw Renewed Scrutiny

What Happened

Etelvina Medianero de Bonagas, rector of the Autonomous University of Chiriquí (Unachi), is facing renewed criticism over her long tenure, her salary, and the way university posts are handled under her administration. She has held the rector’s office for 13 consecutive years and receives a public pension of $2,500 a month, adding to monthly income that exceeds $16,000.

The controversy centers on accusations of patronage and nepotism inside the university. The criticism is especially sharp because Unachi has faced tighter finances after a budget cut that reduced its annual allocation from just over $90 million to $70 million. Much of that amount is tied up in payroll.

Why Unachi Is Under Pressure

Unachi has long been a politically sensitive institution in Panama, often described as a refuge for politicians and allies after election cycles. That backdrop has made oversight of its finances and personnel decisions a recurring public issue. The latest criticism argues that the university is carrying a heavy wage bill while its resources have narrowed.

Medianero de Bonagas has also been accused of building influence through appointments that benefit relatives and close associates. Those allegations have fueled concern over how academic and administrative positions are filled and whether public funds are being used efficiently. Her public profile has made Unachi a symbol of a broader debate over university governance and accountability in Panama.

The Role of Oversight

Attention has also turned to Panama’s Comptroller General, Anel “Bolo” Flores, who has been criticized for not acting more forcefully on the complaints surrounding Unachi. The debate reflects public frustration over the pace and seriousness of oversight institutions when allegations involve payroll, hiring, and the use of state funds.

The president has also been mentioned in connection with expectations that the rector should step down. That dynamic adds another political layer to the dispute, showing how the issue extends beyond campus administration and into national politics.

What It Means for Panama

The Unachi case touches on several of Panama’s most sensitive public concerns: public spending, university autonomy, nepotism, and the accountability of high-ranking officials. As budget pressures increase, scrutiny of institutions that rely heavily on state funds is likely to intensify.

For students, faculty, and taxpayers, the dispute is about more than one rector. It raises questions about whether public universities are being managed in line with their educational mission, or whether they have become centers of political influence and entrenched networks of power.
