Panama deploys 51 coverage points for Holy Week holiday travel

What Happened

Panama’s Civil Protection System is launching the Operativo Guardianes 2026 with more than 300 officials, volunteers, and emergency personnel stationed at 51 coverage points nationwide from Thursday, April 2 through Sunday, April 5, 2026.

The deployment comes as thousands of people travel across the country for Semana Santa, a period that combines religious observance with trips to beaches, rivers, balnearies, and hiking areas. Coverage will include public gathering points tied to both recreation and religious activity.

Where the Operation Will Focus

The safety presence will extend across Bocas del Toro, Chiriquí, Veraguas, Herrera, Los Santos, Coclé, Colón, Panama, Panama Oeste, Darién, and the Ngäbe-Buglé and Guna Yala comarcas.

Among the beaches under watch are Playa Las Lajas, Playa Barqueta, Playa Estero Rico, Playa Punta Robalo, La Playita de Carenero, Playa El Palmar, Playa Arrimadero, Playa El Uverito, Playa Santa Clara, and Playa Juan Hombrón.

Other monitored water areas include La Ermita, La Ensenada, La Laguna, Boquilla, Canadian, La Angosta, Sherman, the Changuinola River at El Silencio, and the Mamoní River near the bridge and intake point. Patrols will also cover popular hiking routes such as La India Dormida, Cerro La Cruz, Cerro Gaital, Los Quetzales, and Volcán Barú.

Weather and Safety Concerns

Authorities are also watching for mar de fondo, a swell pattern expected between Friday, April 3 and Sunday, April 5, that could affect Panama’s Pacific coast. The condition creates long, continuous waves that raise the risk for swimmers, artisanal fishers, and small boats, especially during high tide.

The increased surveillance is aimed at preventing emergencies during one of the busiest travel periods of the year, when roads, beaches, and tourist destinations across the country usually see heavy movement.

Why It Matters

Semana Santa is one of the most active holiday periods in Panama, and the combination of road travel, coastal recreation, and river visits makes safety planning critical. The government’s coverage network reflects a broader effort to reduce drownings, traffic incidents, and other emergencies linked to holiday movement.

That concern is underscored by figures from last year’s Holy Week, when 32 deaths were recorded during and outside security operations. Thirty were linked to traffic accidents and two to drowning, while eight people were rescued at sea.
