ATTT Warns of Sanctions After Panama Oeste Transporters Announce Unilateral Fare Hike

Representatives of public transport in Panama Oeste — specifically from Arraiján, La Chorrera and Capira — met on March 20 and agreed to raise passenger fares, citing higher fuel prices linked to the conflict in the Middle East. Operators indicated the increase would take effect from March 23 and proposed a general rise of $0.50, with fares moving from $1.50 to $2.00 depending on the route.

Transporters’ position

Spokespeople for the transporters said they do not plan to suspend service and denied an intention to strike. As they put it, "We are not seeking to stage a strike; we will continue working, but the situation forces us to make decisions to be able to sustain the service." Drivers in Capira told local media they felt compelled to act because operating costs have increased with rising fuel prices.

Legal framework and ATTT response

The Autoridad del Tránsito y Transporte Terrestre (ATTT) responded by warning that any unilateral fare increase is illegal. The agency said it will not permit fare changes that harm users’ finances and emphasized that the rule applies to both collective public transport and selective transport nationwide.

The ATTT reminded concessionaires and transport operators that any modification of service costs must strictly follow the procedures and requirements established by law; adjustments made without authorization have no legal validity. The authority also warned that operators who violate the regulations or apply arbitrary increases face administrative sanctions and potential legal measures in accordance with Law 14 of May 26, 1993, and its reforms.

The ATTT urged users to remain vigilant and to report any irregular charges through the Citizen Service Center at 311 or via the WhatsApp complaints line at 6980-3137.
