# Anticorruption prosecutors inspect IFARHU offices over economic aid records

## What Happened

Panama’s Anti-Corruption Prosecutor’s Office carried out an on-site inspection at the headquarters of the Institute for the Training and Use of Human Resources, known as IFARHU, as part of an investigation into economic aid granted to thousands of students nationwide.

The inspection began at 9:00 a.m. and was led by anti-corruption prosecutor Azucena Aizpurúa. The case focuses on aid awards made during the administration of former IFARHU director Bernardo Meneses, who led the institution from 2019 to 2023.

## Focus of the Inspection

Prosecutors concentrated on the Office for Monitoring Economic Aid, which is responsible for verifying the information students submit to qualify for IFARHU benefits. During the inspection, investigators asked IFARHU staff about the process used to grant the aid and the requirements students had to meet to obtain support for completing their studies.

The review sought documentation that could support the aid granted to 4,000 students across the country. That figure places the case at the center of a wider scrutiny of how public assistance for education was managed within the institution.

## Wider Corruption Case

The investigation is part of a broader corruption case in which prosecutors have already filed peculado charges against 22 people, including Meneses. The developments keep IFARHU under close public attention because the institution manages a major channel of state support for students in Panama.
