Panama’s digital driver’s license awaits final rollout as transit authorities finish validation

What Happened

Panama’s digital driver’s license remains in technical validation and operational training before a public launch, even though the technology platform is nearly ready. The Authority for Land Transit and Transportation, known as ATTT, says the system is still being tested to ensure it works reliably and efficiently before citizens can use it.

The agency said there is still no official launch date because the project is in an evaluation phase. That process is designed to identify operating scenarios, document possible incidents, and build user guidance for the system.

Training and Field Use

As part of the preparation, ATTT inspectors and officers from the National Police’s Traffic Operations Directorate, or DNOT, must receive training on how to use and validate the platform. Devices used for citizen checks and electronic traffic tickets also need to be adapted so they can recognize and verify digital licenses during traffic operations.

The rollout depends not only on the app or platform itself, but also on the readiness of enforcement teams and verification tools in the field. That makes the project a broader operational change rather than a simple software release.

Who Has Completed Its Part

Adolfo Fábrega, administrator of the National Authority for Government Innovation, said the technical and cybersecurity validations for the system have already been completed. He said the digital side of the project is finished on the government innovation agency’s end and that the next step belongs to ATTT.

According to Fábrega, ATTT is responsible for the operational deployment, training of personnel, and the legal responsibilities tied to the new digital system. He also said the main priority now is to finalize the legal framework so everything is in place when the platform goes live.

Sertracen has also said the digital license is ready, but formal implementation still depends on the authorities.

Legal Status and Cost

The digital license was authorized under Resolution No. OAL-510 of July 29, 2025, which gave it validity as an identification document before ATTT.

Officials have made clear that the digital version will not replace the physical card. The paper or plastic license will remain mandatory, and the digital version will serve as an additional format. Its cost will range from $6.90 to $8.00, and its validity period will match that of the physical license.

Why It Matters

Panama issues a large volume of driver’s licenses each year, and Sertracen Panama currently produces between 30,000 and 35,000 licenses per month, or about 330,000 annually. Once fully deployed, the digital version could streamline identification checks and reduce friction during traffic stops, while keeping the same legal validity as the physical credential.

For now, the project remains in the final stretch: the technology is ready, but the operational, legal, and enforcement pieces still need to align before drivers can use it nationwide.
